Record of commissions granted to captains authorized to engage & seize British merchant vessels as private men of war. Includes requests made to governor for issuance by ship owners, merchant backers or interested parties with reference to tonnage, armament, officers & crew, military stores, etc. as well as copy of instructions issued by Congress to commanders of vessels so commissioned.
