The purpose of the hearings was to consider drafts (prepared in accordance with RIGL§ 42-103) of Rule 5 Criteria for Solid Waste Facility Siting (November 9, 1988) and Rule 6, Criteria for the Siting of Hazardous Waste Facilities, (November 9, 1988). The drafts were reviewed by the State Planning Council at their regular meetings (October 20 and November 10, 1988). Once adopted by the State Planning Council and ratified by the General Assembly, the rules would be used to delineate areas not suitable for the location of solid waste and hazardous waste facilities in the state.
