Biographical / Historical
Board organized pursuant to Enrollment Act passed by Congress March 1863 for the purpose of administering the draft and examining recruits with Provost Marshals serving as president. Board of the First District of Rhode Island included William E. Hamlin (President); William Y. Knight (Commissioner) & Dr. Charles G. McKnight (Surgeon). In the Second Congressional District, Alfred Blair Chadsey of Wickford appointed Provost Marshall April 30, 1863 with James H. Coggeshall serving as Commissioner & Dr. F. H. Peckham examining surgeon. All appointees received their commissions from the President of the United States.
